I use Time to Leave every day, using Driving Directions, Public Transportation. However I am happy to see the Apple Maps now uses Bike Directions but did not include it into Time to Leave in Calendar. E-Bikes are better tracked in Apple Watch but are not in Calendar or Maps. I am constantly calculating the proper arrival time when going by E-Bike. So it is working for some options but others are very much incomplete.
What settings do you have turned on/off to get time to leave for Apple to work? I’ve done everything possible and talked to Apple and they can’t figure it out either
Location services for Calendar needs to be on. And yes there are inconstancies. Sometimes I have to create a Calendar on my iPhone in order to make Time to Leave work vs. creating it on the Mac. On the Mac Calendar settings under Alerts, turn on Time to Leave Checkbox. Creating the events a day before the event seems to be working better as well. I know not very helpful if your are trying to create events an hour before.
One more thing to try which sometimes solves iPhone issues is to sign out of iCloud and sign back in especially when a feature works on one platform and not the other.
Well I am sure you have done everything correct. You could check System Services in Privacy and Location Services and make sure Location -Based Alert and turn on. But I am sure you have done that as well. Also try to check Reddit and see if others are having the same issue.
Waze has been my go to since inception. My commutes have always been 50+ miles one way. I always have the drive later feature programmed because it always provides up to date traffic.
WAZE was not very good for me. I found that the directions were incomplete i.e. turn right as opposed to turn right at the second light. I found that I had too change the voice to get complete instructions. It also sent you on various round about routes through residential streets to avoid traffic that were not meant for volumes of traffic. It was a nightmare! Apple maps works fine!
LOVE Waze! We live in Los Angeles County, home of the nation’s worst traffic. We like the Avoid Highways feature in Settings- Navigation. Often this route is only 5-7 minutes longer but provides a more relaxing drive through interesting neighborhoods.
Time to leave alert for Apple Calendar isn’t working for me when event is scheduled more than 1 hour from start time. Apple doesn’t know what’s going on

Thanks. Been there done that. I get the alerts on my Mac but not iPhone. I’m hardly on my Mac

Done that too. It’s probably a simple fix but can’t find it.
